The Secretary of Agriculture must find USDA data on how conservation practices affect farm and ranch profits, including effects on crop yields, soil health, and other risk factors. Within 1 year after December 20, 2018, the Secretary must send a report to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate. The report must describe the data found; explain how university researchers could get access, noting technical, privacy, and admin issues; outline safeguards and procedures to protect privacy while boosting research benefits; and recommend any legal changes needed to allow access.
