The Secretary must set up a technical committee in every State to help with the technical work of the conservation programs in this law. The Secretary must also keep the committees’ procedures and the technical standards they use up to date. Each State committee must include farmers and other experts in soil, water, wetlands, and wildlife. It must have representatives from 14 groups, including the Natural Resources Conservation Service; the Farm Service Agency; the Forest Service; the National Institute of Food and Agriculture; the State fish and wildlife agency; the State forester; the State water resources agency; the State department of agriculture; the State association of soil and water conservation districts; local agricultural producers for the State’s crops and livestock; owners of nonindustrial private forest land; nonprofit conservation groups (501(c)(3)) that work with farmers; agribusiness; and the State Cooperative Extension Service or land‑grant university.
