Title 16 › Chapter 3B— SOIL CONSERVATION › § 590g
Requires steps to protect and improve soil, water, and related resources; to encourage smart and economical land use; to cut down wasteful or unscientific farming; to protect rivers and harbors from erosion so navigation and flood control are helped; to restore farm income buying power to the ratio that existed August 1909–July 1914; to prevent farm-related pollution; and to promote energy and water savings by dryland farming. Powers in this and nearby sections must be used to help voluntary efforts for these goals. Those powers must not be used to stop producing enough food and fiber to meet normal U.S. consumption as the Secretary of Agriculture finds from records for 1920–1929, taking into account population growth, items forced into domestic use by export drops then, current consumption and export trends, and available substitutes. Actions must also aim to keep supplies steady and prices fair to both producers and consumers.
