Private lands inside wilderness or National Park boundaries aren't subject to federal-only rules until the United States acquires them and remain usable. Being inside the boundary or a U.S. purchase won't bar federal licenses or permits except for activities under section 100903 of title 54. Unaffected: section 1865(b), title 18; subchapter III, chapter 1007, title 54; the Clean Air Act (42 U.S.C. 7401 et seq.); and 36 CFR 9B.
