Summary

The Secretary may buy, accept as a gift, get from another federal agency, or swap land inside the area shown on the map as the “Acquisition Area” or the national monument, but only with the landowner’s permission. Land owned by the State of Colorado or its local governments can only be acquired by gift or swap. After any acquisition, the Secretary must quickly change the unit’s boundary to include the new land. Acquired land will be given to the right agency: the National Park Service for Great Sand Dunes National Monument (or later the Park or Preserve), the Fish and Wildlife Service for Baca National Wildlife Refuge, or the Secretary of Agriculture for Zone B land to add to the Rio Grande National Forest. For sections 100506(c) and 200306 of title 54, the forest’s boundaries are the revised boundaries.
