Allows the Interior Secretary to swap land and water with Florida. The Secretary may transfer to Florida, by quitclaim deed (a simple title transfer), federal land and water bought for Everglades National Park but left out under section 410i if Florida gives the United States all state-owned land and water inside the park boundary described in section 410i. That exchange must happen before the Secretary can buy privately owned land inside those section 410i boundaries and outside sections 410e–410h, unless the private land is donated.
