16 U.S.C. § 410rrr: First State National…

Summary

The First State National Monument is changed into the First State National Historical Park. A 6-page map (pages 1–6, T19/80,000G, dated October 2014) shows the proposed boundary. "Historical park" means the First State National Historical Park, "map" means that map, and "Secretary" means the Secretary of the Interior. Money or references that applied to the monument now apply to the park. The park must protect and explain important cultural and historic places tied to early Dutch, Swedish, and English settlement in Delaware and parts of Pennsylvania, and Delaware’s role in the nation’s founding and as the first State to ratify the Constitution. The Secretary must run the park under National Park laws and can, in addition to sites already in the park on December 19, 2014, include four named sites shown on the map: Fort Christina, Old Swedes Church, John Dickinson Plantation, and Ryves Holt House. The Secretary can acquire land by purchase from willing sellers, donation, or exchange, but the area marked “Area for Potential Addition by Donation” can be added only by donation and no land can be taken by condemnation. Boundaries will be updated when land is added. The Secretary can offer tours to certain related sites outside the park and can make cooperative agreements with Delaware, local governments, colleges, nonprofits, and individuals to mark, restore, and interpret resources if the public has reasonable access; federal money may pay no more than 50% of costs and the rest can be in goods or services. A park management plan must be finished within 3 fiscal years after funds are provided, and a study of other Delaware properties for possible National Historic Landmark designation must be completed within 3 years after funds are provided.
