§410tt–4 Salt River Bay National Historical Park and Ecological Preserve at St. Croix, Virgin Islands, Commission

Summary

Creates a 10-member commission to help plan and advise on managing Salt River Bay National Historical Park and Ecological Preserve at St. Croix. The group must recommend how the United States and the Government of the United States Virgin Islands can jointly manage the park’s lands and waters, work with the Secretary on the park’s general management plan, and give advice to the Virgin Islands government when asked. Members are the Governor (or the Governor’s pick), the Secretary (or the Secretary’s pick), four people the Secretary appoints, and four more the Secretary appoints from a list the Governor gives (at least one of those four must be a member of the Virgin Islands Legislature). Appointed members serve 4-year terms and may stay until a replacement is named. Initial appointments were to be made within 120 days after February 24, 1992 (the four from the Governor’s list within 120 days after the Secretary gets the list). Vacancies must be filled within 60 days after a term ends. The chair alternates each year between the Secretary and the Governor. Other officers are elected by the commission. Meetings must be public and are announced in the Federal Register and local newspapers. Members are unpaid but may get travel pay under section 5703 of title 5; full-time government employees get no extra pay. The Secretary supplies a travel and staff budget and spending rules. Most rules in chapter 10 of title 5 apply, except section 1013(b). The commission ends 10 years after February 24, 1992 unless the Secretary decides it should continue.
