Creates a commission called the Salt River Bay National Historical Park and Ecological Preserve at St. Croix, Virgin Islands. The commission must recommend how all park lands and waters can be managed together by the United States and the Government of the United States Virgin Islands, help the Secretary develop the general management plan required by section 410tt–3, and give advice to the Virgin Islands government when asked. The group has 10 members: the Governor (or the Governor’s pick), the Secretary (or the Secretary’s pick), four people the Secretary appoints, and four people the Secretary appoints from a list the Governor gives (at least one must be a member of the Virgin Islands Legislature). Appointed members serve 4-year terms, may stay until a successor is named, and vacancies must be filled the same way within 60 days after a term ends. The chair role switches each year between the Secretary and the Governor. Other officers are picked by majority vote. The commission meets regularly or when the chair calls a meeting. Meeting notices and agendas must be published in the Federal Register and local papers, and meetings must allow public involvement. Members do not get paid for serving, but the Secretary can pay travel and per diem under federal travel rules (5 U.S.C. 5703). Full-time federal or Virgin Islands employees cannot receive extra pay for serving. The Secretary must give the commission a travel and staffing budget and spending rules. Most federal chapter 10 rules apply except for section 1013(b) and any other exceptions in this subchapter. The commission ends 10 years after February 24, 1992, unless the Secretary decides it needs to keep working.
