Creates a Chesapeake and Ohio Canal National Historical Park Commission made up of 19 members who serve five-year terms. Eight members come from county boards in Montgomery, Frederick, Washington, and Allegany Counties, Maryland (two from each). Eight come from recommendations by the Governor of Maryland, the Governor of West Virginia, the Governor of Virginia, and the Mayor of the District of Columbia (two from each). Three are chosen by the Secretary; one of those is the Chair and two must be from established conservation groups. Vacancies are filled the same way as the original appointment. Members do not get a salary but can be paid for reasonable expenses if the Chair approves. The Secretary or a designee must meet with the Commission at least once a year. The Commission makes decisions by a majority vote and ends on October 1, 2031.
