The Secretary must make sure anyone who buys an electronic stamp from a State in the pilot program gets a physical stamp by the stamp’s expiration date under section 7(c). The State and the Secretary must agree on how the physical stamp is delivered. Each participating State must collect and send certain sales data to the Secretary: each buyer’s first and last name and full mailing address, the stamp’s face value, and the federal part of any fee charged. States must submit sales for a month by the 15th day of the subsequent month, unless the Secretary approved a different schedule in the State’s application under section 5. The rule does not cover the State’s share of any fee. A State may charge a reasonable fee to cover costs (including stamp delivery), may issue a duplicate if a stamp is lost or damaged, and may not force someone to buy a State hunting license to get the electronic stamp.
