Commissioners must, under the Secretary of the Interior’s direction, oversee opening or repairing roads needed for the battlefield and mark fortifications, troop positions, buildings, and other historic sites in and near the battlefield. They may hire workers at pay set by the Secretary and obtain supplies to carry out sections 423, 423a, and 423b–423h.
