The commissioners must, under the Secretary of the Interior's direction, survey and preserve the opposing armies' battle lines and identify and mark battlefield features like earthworks, gun emplacements, troop positions, buildings, and other historic points. They must open, build, and repair roads, paths, and other access ways so the public and students can visit, and they may build observation towers the Secretary finds necessary. The commission may hire workers and buy supplies at pay rates and prices set by the Secretary to carry out sections 425 to 425j of this title.
