Money for buying land and land interests from the Land and Water Conservation Fund becomes available on October 1, 1981. Even if other parts of the law allow actions, the government can only sign contracts, commit to spending money, or make payments for these programs when Congress has already provided the funds in an appropriation law, and only up to the amounts Congress approved.
