Congress can provide $100,000 to carry out these rules. Land management plans that started before November 18, 1988 do not have to be changed. Money the United States gets from cave-permit fees, bond forfeitures, fines, or penalties must go into a special fund in the Treasury. With Congress’s approval in appropriation Acts, the Secretary can use those funds to improve, repair, restore, or benefit important caves on federal land. The rules do not change mining or mineral leasing laws or valid existing rights.
