The Secretary must not allow fences in the memorial area except in three cases: along the international boundary, beside memorial or approach roads, and around memorial spots where the National Park Service has placed improvements. Roads the Park Service builds must include cattle underpasses so livestock can cross. Existing water used for stock watering stays with the current users and their heirs or successors while it’s used only for that purpose. This does not change Arizona’s water rights or control, and the Park Service may not build roads or public campgrounds in the south half of the southwest quarter of section 10.
