Title 16 › CHAPTER 1 — NATIONAL PARKS, MILITARY PARKS, MONUMENTS, AND SEASHORES › SUBCHAPTER LXI — NATIONAL AND INTERNATIONAL MONUMENTS AND MEMORIALS › § 450y–3
The Secretary must not allow fences inside the memorial area except in three places: along the international boundary, beside memorial or approach roads, and around parts of the memorial where the National Park Service has put improvements. Any roads the Park Service builds inside the memorial must have cattle underpasses placed where needed. Anyone who already developed or used water for watering stock keeps the exclusive right to use that water for stock watering, and that right continues for them, their heirs, assigns, successors, and administrators as long as it is used only for that purpose. Sections 450y to 450y–4 do not change Arizona’s water rights or its control over waters. The Park Service may not build roads or public campgrounds in the south half of the southwest quarter of section 10.
