When the Secretary finds the United States owns or has bought enough land, water, or rights inside the area shown on the map in section 459f to make a unit that can be managed, the Secretary must establish the Assateague Island National Seashore and publish a notice in the Federal Register. The notice must give a clearer map or description of the seashore’s boundaries, and the outer borders should match the area described in section 459f as closely as possible.
