The Secretary must allow hunting and fishing on seashore lands and waters he controls, following State laws when those laws apply. He can also set zones or times where hunting or fishing is not allowed for public safety, resource management, or public use and enjoyment. State authority to allow or regulate shellfishing in those waters stays the same. Federal rules about migratory waterfowl are not changed. Except in emergencies, the Secretary must talk with the proper State agency before putting his rules into effect. These rules do not apply to the Chincoteague National Wildlife Refuge.
