Interior Secretary may sign deeds and leases for the U.S. under sections 459r–459t. Each must require use only for park, recreation, and conservation, state the U.S. will not pay maintenance or operation after transfer or during lease, and may add agreed nonconflicting conditions. If the recipient fails those terms for over three years, after notice and hearing the Secretary may reclaim land and improvements; final decision returns them to Interior, which may treat them as surplus under section 1303 of title 40.
