Enough water is reserved inside the conservation area to meet the area's purposes. The priority date for those reserved rights is November 16, 1990, except for lands added later — those get the priority date when the law added them. The Secretary must protect the reserved rights, including filing claims in Nevada water adjudications under section 666 of title 43. These federal rights are in addition to any earlier U.S. water rights and apply only to this conservation area; they do not set a rule for other areas or change other laws.
