Unless section 460gg–1 or section 3 of this Act say otherwise, and under the rules of section 460gg–7, the Secretary must run the recreation area using the same laws and rules that apply to national forests. The management must keep rivers flowing freely; protect scenic, wilderness, cultural, scientific, and other public values; guard unique biological features (especially in Hells Canyon) like rare plants and habitat mixes; protect fish, wildlife, archaeological, and fossil sites and explain them to the public when safe; preserve historic sites; and allow resource uses like selective timber cutting, mining, grazing, and other existing compatible uses.
