Sets money limits and rules for buying and protecting land for the recreation area. No more than $115,000,000 can be spent from Land and Water Conservation Fund money for land purchases starting in fiscal year 1978 and after. The Secretary may accept gifts of money or land. Those federal funds are on top of money and land given by the State of Georgia, local governments, foundations, companies, or people. Starting October 1, 1978, up to $500,000 may be used to build important public facilities. Within seven years of August 15, 1978, the Secretary must work with the Governor of Georgia and send a general management plan to the House Resources Committee and the Senate Energy and Natural Resources Committee. The plan must list nearby lands to protect or buy, estimate acquisition costs, recommend which public agency should buy them, state how many visitors and what uses the area can handle, and describe needed facilities with locations and cost estimates. A revised plan must follow within three years after funds become available and include public and local participation. Federal agencies planning actions inside the corridor that could harm natural or cultural resources must tell the Secretary early, let the Secretary comment, and report back on decisions. If the Secretary finds an unreported action that may cause harm, the Secretary will notify the agency and the agency must follow the same notice and comment steps. Federal actions on lands run by the Secretary in the area cannot start without the Secretary’s agreement, except for emergency actions for life and property, declared disasters, urgent national security needs, or actions the Secretary finds consistent with the management plan.
