When the Secretary finds the United States has acquired enough land, water, or rights to them to make a workable unit, he must create the Ozark National Scenic Riverways by publishing a notice in the Federal Register. The Secretary can change the park's boundaries later, but the total area cannot be more than 65,000 acres; that limit does not include land donated by the State of Missouri or its local governments, nor federally owned land moved under section 460m–1.
