The Secretary can trade about 76,374 acres of federal Bureau of Land Management land near Steens Mountain, Oregon (shown on the law’s map) to Roaring Springs Ranch, Inc. In return, Roaring Springs must give about 10,909 acres (also on the map). Those 10,909 acres will be added to a Wilderness Area, a wilderness study area, or a no-livestock-grazing area as needed. Rules that cancel part of South Steens grazing permits and reassign grazing areas apply to this swap. After the exchange is finished, the Secretary may pay Roaring Springs $2,889,000. The federal land transfer must be completed within 70 days after the Secretary accepts the private land.
