The Secretary may trade approximately 11,796 acres of federal BLM land near Steens Mountain to Lowther (Clemens) Ranch. In return, Lowther (Clemens) Ranch must give the Secretary approximately 1,078 acres of private land to add to the Cooperative Management and Protection Area, and the Secretary may pay Lowther (Clemens) Ranch $148,000 when the exchange is complete. Rules that cancel the Fish Creek/Big Indian grazing permit and reassign use areas apply to this swap. After the Secretary accepts the 1,078-acre parcel, the Secretary must finish conveying the federal land within 70 days.
