§460nnn–22 Roads and Travel Access

Summary

The management plan must include a transportation plan for the federal lands in the Cooperative Management and Protection Area. The plan must cover keeping roads and trails safe and usable, fixing or improving them, closing them when needed, and how people may travel there. Motorized or mechanized vehicles may not go off road and may only use roads or trails the plan allows. The Secretary can allow vehicle use for official work, emergencies, or for building or maintaining farms, fish and wildlife work, or ecological restoration, but not in wilderness or in areas managed under section 1782(c) of title 43. Permanent closures, limits, or any new motorized roads must be made after consulting the advisory council and the public, and new motorized roads are allowed only for public safety or to protect the environment. The Secretary must provide reasonable access to private lands inside the area and cannot end valid existing rights-of-way.
