Defines key words used in the subchapter. Advisory council means the Steens Mountain Advisory Council created by part D. Cooperative agreement means an agreement to plan or carry out shared actions—such as recreation, grazing, fisheries, vegetation work, prescribed fire, cultural site protection, wildfire response, or other measures—to meet public use needs and the land goals of the subchapter. Cooperative Management and Protection Area means the Steens Mountain Cooperative Management and Protection Area from part A. Conservation easement means a binding contract between the Secretary and a landowner in that area in which the owner agrees, permanently or for a set time, to protect or restore habitat, open space, scenic, or other ecological values. Nondevelopment easement means a binding contract between the Secretary and a landowner in that area that, permanently or for a set time, prevents or limits development or protects open space or views. Ecological integrity means a landscape where natural processes keep plant communities, habitats, soils, diversity, and genetic interchange healthy and resilient over time. Management plan means the required plan for the Cooperative Management and Protection Area and the Wilderness Area. Redband Trout Reserve means the Donner und Blitzen Redband Trout Reserve. Secretary means the Secretary of the Interior, acting through the Bureau of Land Management. Science committee means the group of independent scientists appointed under the law. Wilderness Area means the Steens Mountain Wilderness Area designated by part B.
