Federal land inside the marked withdrawal boundary is closed, except for valid existing rights, to new mining claims and patents and to mineral or geothermal leasing and mineral materials laws. If doing so fits the area’s goals and the management plan, the Secretary may allow digging saleable minerals only for road maintenance at places shown as “gravel pit” on the map. That exception does not apply in the Wilderness Area, wilderness study areas, or designated Wild and Scenic River segments, and only for pits that were authorized before October 30, 2000.
