The Secretary may acquire non-Federal land and land rights inside the Cooperative Management and Protection Area or the Wilderness Area. Land can only be taken by a voluntary exchange, donation, or purchase from a willing seller. Land bought or received inside the Cooperative Management and Protection Area becomes part of that area and must be run under the laws for that area. Land inside the Wilderness Area or a wilderness study area becomes part of that area and must be managed under the laws that apply to those areas. When valuing such land, the Secretary must ignore any drop in value caused by the area's official designation.
