Development that changes the current character or use of land inside the Cooperative Management and Protection Area goes against the goals of this law. The Secretary may make nondevelopment or conservation easements with willing landowners and may give assistance, payments, and education to landowners who sign contracts to protect or improve ecological resources that benefit public lands. Nothing here changes property rights or overrides State law.
