The Secretary must set up a special area of certain federal lands inside the Cooperative Management and Protection Area, shown on the map already referenced, and call it the Wildlands Juniper Management Area. That area must use special land-management methods for testing, teaching, explaining, and showing both active and passive ways to bring back the old natural fire patterns and the native plant communities on Steens Mountain. Besides funds already authorized elsewhere, up to $5,000,000 is authorized to be appropriated to carry out these actions and the related juniper management in the Cooperative Management and Protection Area.
