Allows the Secretary of the Interior to set up an administrative area in the El Portal area next to Yosemite so park utilities, buildings, and services can be outside the park. The Secretary can buy or accept donations of about 1,200 acres shown on map NP–YOS–7011, and may take whole privately owned parcels if needed to avoid splitting properties. The Secretaries of Agriculture and the Interior can swap control of land in El Portal. Land moved to the Interior will no longer be national forest and will be run as the administrative site. Land moved to Agriculture becomes national forest under the Week’s law. Existing private land claims stay valid. Until Congress decides otherwise, these lands are not part of Yosemite National Park, the Interior will manage them, make rules, grant nonexclusive leases or permits, and use National Park Service funds to buy land for the site.
