Title 16 › Chapter 67— AQUATIC NUISANCE PREVENTION AND CONTROL › Subchapter IV— AUTHORIZATION OF APPROPRIATIONS › § 4741
Provides money to carry out parts of subchapter II and subchapter III and lists who gets specific amounts and when. For subchapter II, $500,000 is available until the end of fiscal year 1992 for the Secretary to work on sections 4711 and 4712(a)(3). $2,000,000 is available until the end of fiscal year 1992 for the Director and the Under Secretary to do the studies in 4712(a)(1) and (a)(2). For section 4711 the Secretary gets $2,000,000 for each of fiscal years 1997 and 1998 and $3,000,000 for each of fiscal years 1999 through 2002. For fiscal years 1997–2002, $1,000,000 per year goes to the Department of the Interior (for the Director) and $1,000,000 per year goes to the Secretary to carry out paragraphs (1) and (2) of 4712(b). Also for fiscal years 1997–2002, $3,000,000 per year goes to the Under Secretary for 4712(e) (to come from other authorized funds if those funds are available) and $500,000 per year goes to the Secretary for 4712(f). For subchapter III, for each of fiscal years 1997–2002 the law provides: $6,000,000 to the Department of the Interior (for the Director) for sections 4722 and 4728; $1,000,000 to the Department of Commerce (for the Under Secretary) for section 4722; $1,625,000 (from other authorized funds if available) for aquatic nuisance species research at the Great Lakes NOAA lab, including $500,000 for competitively awarded, peer-reviewed Lake Champlain research grants; $5,000,000 for competitive university research grants (split as $2,800,000 from other authorized funds for grants under 33 U.S.C. 1124, $1,200,000 for college grants under 7 U.S.C. 322, and $1,000,000 for the Cooperative Fisheries and Wildlife Research Unit Program); $3,000,000 to the Department of the Army (for the Assistant Secretary) for 4722(i)(1)(B); and $300,000 to the Department of the Interior (for the Director) for regional panels under 4723, with $100,000 set aside for the Great Lakes Commission. In addition, for each fiscal year 1997–2002 $4,000,000 goes to the Interior Department for grants under 4724 (including $1,500,000 for managing aquatic nuisance vegetation); $500,000 was authorized for fiscal year 1991 to the Director and Under Secretary for the 4727 review; $2,500,000 is authorized to carry out 4714; and $1,000,000 is authorized for the Director to fund aquatic nuisance work in Narragansett Bay for use by Rhode Island’s Department of Environmental Management.
