The Pueblo do not have the right to sell, lease, transfer, mortgage, or exchange land or land interests in the Area (such transfers are void). They get no exemption from Federal wildlife laws, may not do uses barred by section 539m–2(e), and may not exclude people or governments. People using traditional or cultural rights under section 539m–3(a)(4) cannot be prosecuted for Federal wildlife offenses that require proof of violating State law, including regulations.
