Creates a nine-member Scenic Area Advisory Board to give the Secretary advice on managing the Scenic Area, on the comprehensive management plan, and on where to locate the visitor center. Five members are appointed by the Mono County Board of Supervisors, two by the Governor of California (one must be a California Division of Parks and Recreation employee), one by the mayor of Los Angeles, and one by the Secretary (who must be a Forest Service employee). Members normally serve three-year terms. Initial appointments are staggered: Mono County appointees—one for one year, two for two years, two for three years; Governor’s appointees—one for one year, one for three years; the mayor’s appointee—two years; the Secretary’s appointee—three years. Appointments had to be made within 90 days of September 28, 1984. At the first meeting the Board elects a chair. The Secretary or a designee must meet with the Board at least once a year. Members are unpaid but can be reimbursed for reasonable expenses with vouchers signed by the chair. Vacancies are filled the same way as the original appointment. A majority is needed for a quorum. The Board ends ten years after its first meeting.
