The Secretary of Agriculture may enter agreements with a State or group of States to help set up and run fire protection on private or State forest lands in watersheds that feed navigable rivers. He cannot make an agreement with a State that has not passed a forest-fire protection law. Federal money spent in any State in a fiscal year must not be more than that State appropriates for the same purpose in that year.
