Defines key words used in the chapter. The Caribbean includes Puerto Rico and the United States Virgin Islands. Conservation means actions to bring neotropical migratory bird species back to healthy, long-lasting wild populations, including protecting and managing birds; caring for, managing, and restoring habitat; doing research and monitoring; enforcing laws; and doing community outreach and education. Fund means the Neotropical Migratory Bird Conservation Fund created under section 6108(a). Secretary means the Secretary of the Interior.
