Title 16 › Chapter 5B— WILDLIFE RESTORATION › § 669k
The Secretary of the Interior must send reports to the House Committee on Resources and the Senate Committee on Environment and Public Works when the President files the Interior budget for fiscal year 2002 and every year after. At the 2002 filing the Secretary must explain steps taken to follow the title and its changes, say whether staff numbers to run the Federal Assistance Program for State Wildlife and Sport Fish Restoration were cut, suggest any law changes needed, and include any other relevant details. At each budget filing the Secretary must also list the amounts planned for the year, broken down by category, under section 4(a)(1) of the Pittman‑Robertson Wildlife Restoration Act (16 U.S.C. 669c(a)(1)) and section 4(d)(1) of the Dingell‑Johnson Sport Fish Restoration Act (16 U.S.C. 777c(d)(1)). Within 60 days after each fiscal year ends, the Secretary must certify and report to the same two committees the amounts actually used by those sections, the amounts apportioned to States under section 4(a)(2) and 4(d)(2)(A), the audit results called for by section 9(d) of each Act, that administration costs were necessary, that headquarters and regional offices followed the Acts, and that the Secretary, the Assistant Secretary for Fish and Wildlife and Parks, the Director of the U.S. Fish and Wildlife Service, and the Assistant Director for Wildlife and Sport Fish Restoration Programs properly did their duties. Each State that got apportioned funds must certify to the Secretary within 60 days after year end that it spent the money according to the Acts. The Secretary must send those State certifications to the two committees by December 31 for the previous fiscal year. The Secretary may only let the Assistant Secretary for Fish and Wildlife and Parks make the required certification on the Secretary’s behalf.
