§669k Reports and Certifications

Summary

The Secretary of the Interior must send reports to the House Committee on Resources and the Senate Committee on Environment and Public Works when the President files the Department of the Interior budget for fiscal year 2002, and again at that same time for each year after. One report must explain what steps the Department took to follow this law, including whether staffing was cut, any changes to the law that would help run the Federal Assistance Program for State Wildlife and Sport Fish Restoration, and any other useful implementation info. At budget time each year the Secretary must also give a written, category-by-category estimate of how money will be used under the Pittman‑Robertson Wildlife Restoration Act and the Dingell‑Johnson Sport Fish Restoration Act. Within 60 days after each fiscal year ends, the Secretary must certify and report to the same two committees the actual category-by-category spending under those Acts, the amounts apportioned to States, the results of required audits, that the administration expenses were necessary and used according to the Acts by headquarters and regional offices, and that four named officials properly performed their duties. Each State that got apportionments must, within 60 days after year end, certify to the Secretary that it spent the funds according to the Acts. The Secretary must send all State certifications to the two committees by December 31 for the prior fiscal year. The Secretary may only delegate the certification in the annual report to the Assistant Secretary for Fish and Wildlife and Parks.
