Defines key words used here. Military installation is land the United States owns and the Secretary of Defense or a military department runs; it also covers public lands set aside for their use but does not include lands approved for closure under the Defense Base Closure and Realignment Act of 1990 (Public Law 101–510; 10 U.S.C. 2687 note). State means any of the States, the District of Columbia, Puerto Rico, Guam, the Northern Mariana Islands, American Samoa, and the Virgin Islands. State-owned National Guard installation is State-owned land used for National Guard training under chapter 5 of title 32 and paid for by the Secretary of Defense or a military department. State fish and wildlife agency is the State agency that manages fish or wildlife. United States means the States, D.C., and U.S. territories and possessions. Indian tribe means a tribe, band, nation, or Alaska Native village or corporation recognized for federal Indian programs (43 U.S.C. 1601 et seq.).
