Defines words used to figure how money is shared with States and counties that have Federal forest land. Adjusted share — a number found by dividing a county’s base share by its income adjustment and then dividing that result by the total of those same kinds of numbers for all eligible counties, including the 50‑percent part. Base share — an average of two ratios: the county’s share of certain Federal land acres and the county’s share of certain 25‑percent and safety‑net payment amounts during the eligibility period. County payment — the payment a county gets as calculated under section 7111(b). Eligible county — a county that has Federal land and chooses to receive a share of the State or county payment under section 7112(b). Eligibility period — fiscal year 1986 through fiscal year 1999. Eligible State — a State or U.S. territory that got a 25‑percent payment for one or more years during the eligibility period. Federal land — National Forest System land (not National Grasslands) and certain revested Oregon and California Railroad and Coos Bay Wagon Road grant lands managed for permanent forest production under the Interior Department. 50‑percent adjusted share — the same kind of calculation as adjusted share but using the 50‑percent base share and then comparing it to totals that also include the regular base share part. 50‑percent base share — an average of the county’s share of certain revested grant land acres and the county’s share of the average of its three highest 50‑percent payments during the eligibility period, measured against totals for all eligible counties. 50‑percent payment — the sum of the county’s 50‑percent share under the 1937 Act and the payment under the 1939 Act. Full funding amount — $500,000,000 for fiscal year 2008; for 2009–2011 it is 90% of the prior year’s full funding amount; for 2012–2015 it is 95% of the prior year’s full funding amount; for 2017 it is 95% of the 2015 full funding amount; for 2018–2020 it is 95% of the prior year’s full funding amount; and for 2021 and later it equals the full funding amount for fiscal year 2017. Income adjustment — the square of the county’s per capita personal income divided by the median per capita personal income of all eligible counties. Per capita personal income — the most recent per‑person income data as given by the Bureau of Economic Analysis. Safety net payments — special payments required by the Omnibus Budget Reconciliation Act of 1993 (Public Law 103–66). Secretary concerned — the Secretary of Agriculture (or designee) for National Forest System land and the Secretary of the Interior (or designee) for the revested grant lands. State payment — the payment an eligible State gets as calculated under section 7111(a). 25‑percent payment — the historic payments to States required by the Acts of May 23, 1908 and March 1, 1911.
