Secretary must manage areas acquired under this law, unless another law says otherwise, to protect migratory birds under treaties with Mexico, Canada, Japan, the Union of Soviet Socialist Republics, wildlife including section 1533 species, and restore habitat. He may manage timber, range, crops, animals (including fenced animals), and enter agreements with public or private agencies.
