When the Secretary of the Interior finds a project meets the approved plans, he must pay the State the money set aside for that project. He may also make progress payments as work goes on, but the total paid can’t be more than the United States’ agreed share. If a State chose the approved comprehensive fish and wildlife plan option and the Secretary approves it, he may advance funds for the U.S. share under rules he sets. All construction and work must follow the State’s laws and be run by the State fish and game department. The Secretary can inspect and approve the work. The Secretary and the State department decide when and how much to pay. Payments come from the federal appropriation to the officials or bank the State department names and who are allowed by State law to hold public money.
