When a company that makes electricity to sell wholesale (for example, an electric utility or a federal power agency) asks a transmission company for wholesale transmission service and proposes specific rates and terms, the transmission company must either agree or, within 60 days of getting the request (or another time both sides agree on), send a written answer. That answer must explain, using the facts of the request, why it set the rates and terms it did and must describe any physical or other limits that affect providing the service. Within 1 year after October 24, 1992, the Commission must write a rule that makes transmission companies send annual information to the Commission. The reports must let potential transmission customers, state regulators, and the public know about available transmission capacity and any known limits.
