Title 16 › Chapter 12A— TENNESSEE VALLEY AUTHORITY › § 831u
Gives the President the power to study and make plans for the Tennessee River drainage basin and nearby areas to help use, protect, and develop natural resources and to promote the welfare of people there. He may act in whatever way he thinks best, as long as Congress provides the money. He can work with affected States, their agencies or local governments, and other groups, and run studies, tests, or demonstrations to guide fair, efficient, and orderly physical, economic, and social development.
