Title 16 › Chapter 12G— PACIFIC NORTHWEST FEDERAL TRANSMISSION SYSTEM › § 838
Congress says the revenues and money from revenue bonds of the Federal Columbia River Power System should be used to help run, maintain, and build the federal power transmission system in the Pacific Northwest. That use is meant to help the Secretary of Energy carry out laws about selling hydroelectric power, funding reclamation projects, the U.S.–Canada Columbia River treaty, and related laws. Except where this chapter says otherwise, the Secretary of Energy keeps the same powers and duties over the Federal Columbia River Power System. The Administrator must work under the Secretary’s supervision.
