The Secretary must check each recreation service provider who has a special recreation permit to make sure they follow the permit rules. For temporary outfitting and guiding permits, the check must happen at least once a year or more often if needed. For the kind of permit issued for up to 10 years, the check must happen at least once every 2 years or more often if needed. If visitor-use days are split among outfitters, the Forest Service Chief must review how a long-term permit holder used their assigned visitor-use days every 5 years (the other Secretary may also review). In that review, the Secretary must count how many visitor-use days were used each year and find the year with the most use. If a provider gave up a visitor-use day, it counts as half a day unless the Secretary decides the provider could not use it because of something beyond their control; then it counts as a full day.
