The federal government can take money from the U.S. Treasury, as needed, to carry out the convention and this part of the law. That money can pay (1) the U.S. share of any joint Commission costs agreed with other countries, and (2) the expenses of the U.S. Commissioner and staff. Those staff costs cover nine types of expenses, such as pay, travel, shipping and communications, office rent, printing, contracted services, supplies, equipment, and buying or operating vehicles, boats, and aircraft. Some of these payments may be made without following the usual federal hiring, pay, travel, or certain contracting and printing rules.
