Title 18 › Part I— CRIMES › Chapter 107— SEAMEN AND STOWAWAYS › § 2199
It is illegal to board, get on, or hide aboard a ship or airplane without the owner’s or person in charge’s permission if you intend to get a ride. That covers being on board when the vessel or plane leaves a place inside U.S. jurisdiction (like a port, harbor, wharf, or airport), staying aboard after it leaves some place and then being on board while it is in U.S. jurisdiction, or boarding an aircraft owned or operated by the United States without permission from the person in command or an authorized official. The basic penalty is a fine, up to 5 years in prison, or both. If the person meant to cause serious bodily harm (a legal term defined elsewhere) and such harm happens to someone who is not a participant, the penalty is a fine, up to 20 years in prison, or both. If the person intended to cause death and someone who is not a participant dies, the penalty can be a fine and imprisonment for any number of years or for life, or both. "Aircraft" means any kind of flying machine.
