Makes it a crime, in certain federal areas or in places where people are held under federal control or contract, to knowingly do any of the following. (1) Force someone into a sexual act by threatening or frightening them (except threats of death, serious injury, or kidnapping). (2) Have a sexual act with someone who (A) cannot understand what is happening, or (B) cannot physically refuse or say no. (3) Have a sexual act with someone without their consent, including by forcing or pressuring them.
