All court-ordered assessments under section 2259A and any private gifts must be put into the Child Pornography Victims Reserve under section 1402(d)(6) of the Victims of Crime Act. Money in that Reserve pays the monetary awards in section 2259(d). If the Reserve does not have enough money, it will fully pay only the awards it can, starting with the oldest orders. The Attorney General manages the Reserve and will make rules. Congress says people who committed offenses before the Amy, Vicky, and Andy Act of 2018 but were sentenced after should be handled under the law that applied when they committed the offense.
